Whereas the General Assembly of the Commonwealth of Virginia did in the year 1782 enact a law entitled “An Act to Authorize the Manumission of Slave”.
Know all men by these presents that I John Brinnon of the County of Westmoreland do under the said act for myself, my heirs, executors, and administrators emancipate and forever set free from slavery the following negroes viz. Mary Williams, William Williams, & Pender Cyrus. In witness whereof I have hereunto set my hand and affixed my seal this seventh day of March in the year of our Lord seventeen hundred and ninety two.

At a court of quarterly sessions held for Westmoreland County the 29th day of May 1792. This deed of manumission was acknowledged by John Brinnon party thereto and ordered to be recorded.
