Know all men to whom these presents shall come, greeting, that I John Rowand, resident of the County of Northumberland & administrator of Thomas Rowand, late of Westmoreland County dec’d, did purchase at public sale of the said intestate’s estate a certain mulatto negro man slave named Frank Toulson aged 35 years about six feet high, for and in consideration of one hundred pounds purchase money as aforesaid. Now so it is and these letters shall bear testimony as the said Francis Toulsson has conducted himself hitherto in the most faithful manner as a slave and more especially for and in consideration of the sum of one hundred pounds paid me by the said Francis Toulson, at or before the ensealing and delivery of these presents, do manumit, acquit and discharge the said Francis Toulson from me or my heirs forever, as a slave agreeable to Act of Assembly in this case made and provided instituted an act for the manumission of slaves. Given under my hand and seal this 25th day of April 1786 & 10th of our independence.

This deed of manumission from Jno. Rowand to Frank was acknowledged in court by the said Jno. Rowand and ordered to be recorded and certified.
