By virtue of power vested in us by the will of the late Doctor George D Spratt, we the executors and trustees under the said will do hereby emancipate, manumit & forever liberate Phobe, alias Phobe Morris, a young mulatto woman, she being one of the children of Beckey named in the said will of Doct’r George D. Spratt, and we do hereby declare the said Phobe forever free and emancipated. In witness whereof we have hereto set our hands and seals this 19th day of July Anno Domini 1808.

At a court held for Middlesex County at the courthouse in Urbanna on Monday the 25th day of July 1808. This deed of emancipation from John Minor and John Chew to Phobe alias Phobe Morris was in open court proved to be the act and deed of the said executors and trustees by the oaths of Carter B. Berkeley & Thomas M. Locke two of the witnesses thereto and ordered to be recorded.
