Know all men by these presents that I Charles L Smith of Elizabeth City County in Virginia Executor of the last will and testament of Thomas D. Parker dec’d late of said county do by these presents in obedience to the requirements of said will, hereby emancipate and set free from slavery and assent to the freedom of a negro slave named Sam Ridley emancipated by the said last will and testament. Given under my hand & seal this 1 of March 1856.
