Be it known to all to whom it may concern that agreeable to an act of the General Assembly of Virginia authorizing the emancipation of slaves, I Jacob Waggoner of the County of Tazewell and State of Virginia by said authority and believing that freedom is the natural right of all mankind, do hereby emancipate and set free Abraham a man above forty years of age and do hereby relinquish all right, title, interest and claim to the said negro Abraham or his property if any he should acquire free from myself, my heirs, assigns, Executors or administrators. Witness whereof I have hereunto set my hand and affixed my seal this 22nd day of August 1829.
