Know all men by these presents. That I Henry Welch (of the County of Rockingham and State of Virginia) Agent of Garret Newkirk of the City of Philadelphia who was agent of the creditors locations of Hugh [Lerner?] deceased of the County of Rockingham Va. Do by and in witness of the power vested in me -emancipate and set free Johnathan [Swan Levase?] a man of colour and late the property of Hugh [Lerner?] deceased and declare that he shall be and hereby is entirely and fully discharged from the performance of any contract entered into during his servitude and that he shall enjoy as full freedom as if he had been particularly named and freed by an Act entitled "An Act to reduce into one, the several Acts concerning slaves, Free Negroes and Mulattoes" passed the 17th of December 1792. Given under my hand and seal this 16th day of December 1817[.]

This bill of Emancipation from Henry Welch (agent for Garrett Newkirk of the city of Philadelphia) to Negro Jonathan was presented in court and acknowledged by the said Henry and ordered to be Recorded and it is ordered to be certified that the said Negro is over 18 and under 45 years of age and is healthy and sound both of body and mind.
