22 Sept. 1797 To all whom it may concern that by an act of Assembly an act for the manumission of slaves, do hereby set free one Negro man named Watt being 19 years of age to go free and actually enjoy his liberty from me, my heirs, assigns and others on 1st day of January 1804.
